Not encyclopedic. This is just a long list of people, most of whom are not notable. Wikipedia has a special victims tribute page. I don't think we need a database of victims names as well. If we have a "Casualties of the September 11, 2001 Attacks" then surely we should also have a "Casaulties of the 2002 Bali terrorist bombing" or "Casaulties of the My Lai Massacre" page as well.
