- From what I know "Upper Altai" in this context is a way of translation of the former name of this republic (Республика Горный Алтай), which literally means "Mountain(ous) Altai". The republic was renamed "Altai Republic" (Республика Алтай) in 1992, since "Altai" translates literally as "mountains", which thus makes the name redundant.
- Upper Altai also means a part of Altai located in Russia (as opposed to Lower Altai in Mongolia), but clearly this is not what was meant in the Tuva article reference. It would be nice though if this information was added to the Altai article.

- Actually, it means "mountain". The reason for the name change was because "Altai" already means "Mountains of Gold", so they droped the "gorno-" part altogether ("mountainous mountains of gold" sounds horrible). Rename
