Richard J. Doscher (b August 31, 1952) has been in the criminal justice career field for more than 35 years. He began as a Military Police Officerin the United States Air Force with service both in the United States/Strategic Air Command and overseas/Tactical Air Command. While in his overseas assignement, he had the distingtion of being the youngest Non-Commissioned Officer In Change (NCOIC) of an investigative unit on any major U.S.A.F. installation. Upon his honorable discharge, he worked as an investigator with the United States Energy Research and Development Administrationand later with the Contra Costa County Sheriff's Department.
In 1977, Doscher started his employment with the Yuba City Police Department, and has since held every command level assignment within the agency, culminating with his appointment as the Department's Chief of Police in December 1995. Chief Doscher represents the profession on numerous statewide and county level boards and commissions. He is a Gubernatorial Appointee to the California 911 Advisory Board, Area Representative of the California Police Chiefs Association,member of theLeague of California Cities Public Safety Committeeand Commissioner of the Sutter County California Children and Families Commission. He is active in multiple local organizations and is the regional key liaison for Law Enforcement/Health & Safety on the Beale Air Force BaseExecutive/Community Council. Additionally, he was an invited guest by the Secretary of the Air Force to provide a civilian law enforcement perspective at the National Security Forumlocated at the United States Air War Collegein Alabama.
Along with numerous military awards and recognitions, inclusive of being named Honorary Major/Squadron Commander of the 9th Security Forces Squadron, (a Unit the Chief once served in), by U.S. Air Force General Kevin P. Chilton and Brigadier General Jake Polumbo, he is also the recipient of the Police Department's Meritorious Service Medal, Life Saving Medal, the Exemplary Community Service Award presented by the City Council of Yuba City and more than forty letters of commendation. Additionally, the Chief has been listed in Marquis Who's Who in the West, America and the World since 1997.
The Chief holds undergraduate degrees, with honors, in Administration of Justice and Public Administration. He additionally holds a Master of Public Administration Degree, with honors, from the University of San Francisco. He is an Adjunct Professor of Ethics, Professionalism, Leadership, History and Communications at the California Community College level and a guest lecturer on Organizational Behavior with USF. The Chief holds Executive Level Certification from the CA State Commission on Peace Officer Standards and Training(P.O.S.T).
Chief Doscher has been married for 28 years to the former Kathryn Vierria of Yuba City. They have a son, Cameron, a former United States Marine and a daughter, Shannon, who both attend college. They are also proud grandparents of Austin.
